Recording worker consultation

Consultation is a legal obligation under WHS legislation. ReFresh gives you a structured Consultations module to record who was consulted, on what, what input they gave, and what was decided.

Open Consultations from the admin sidebar → Consultations (/app/consultations). For a wider picture of what a consultation is and how the module fits together, see Consultations overview.

What a good consultation record captures: Not just that consultation happened, but what came out of it: the input workers gave and how it influenced the decision. That is what makes the record useful as evidence.

Opening Consultations

Go to Consultations in the admin sidebar. The page shows:

  • A status bar with counts by status

  • A filter and sort bar

  • A list of consultations

Click + New Consultation to record a new one.

What each consultation row shows

Click any row to open the consultation.

Consultation types

Each consultation is recorded against a type that describes what was consulted on:

  • Risk Assessment Review: consultation that informed a risk assessment

  • Control Implementation: consultation on a control's design or rollout

  • Incident Debrief: consultation following an incident

  • Investigation Findings: consultation on the outcome of an investigation

  • Framework Adoption: consultation when adopting a compliance framework

  • Policy Change: consultation on a policy update

  • General Consultation: any other consultation

Format

You also record how the consultation was held. The available formats are In-Person Meeting, Video Conference, Phone Call, Toolbox Talk, Workshop, Committee Meeting, Team Meeting, and Other.

Status

A consultation moves through:

  • Draft: being prepared

  • Scheduled: booked but not yet held

  • Completed: held and recorded

  • Cancelled: did not proceed

Recording participants and their roles

The Participants tab is where you log who was consulted. For each participant you capture their role, their type, and their attendance.

Participant roles:

  • Worker

  • HSR: Health and Safety Representative

  • Manager

  • Union Rep

  • Consultant

  • Other

Participant type: each participant is also marked as Internal, External, or Anonymous.

Attendance: Pending, Attended, Absent, or Excused.

Why HSR involvement is captured explicitly: WHS legislation gives Health and Safety Representatives specific consultation rights, so their involvement is recorded as its own role rather than folded in with other workers.

Recording outcomes

On the consultation's detail page, the Outcomes section captures:

  • A short summary (for example, "Quarterly review of psychosocial risk controls and survey findings")

  • A more detailed description of the decisions made and how worker input shaped them

Linking a consultation to records

A consultation can link to one or more records, for example a risk assessment, control, incident, investigation, or framework. The create dialog starts you linking one, but a consultation can hold several links.

Multiple links per consultation: Each link appears both on the consultation and in that record's own consultation list. The list view's "Linked To" column shows the first/primary link when several are attached.
