When per-group configuration matters
Use per-group framework scoping when your organisation has:
Multi-state operations: for example a head office in NSW and a site in Queensland, each subject to its own state's psychosocial code
Multi-entity operations: a parent company and a separately regulated subsidiary
Different sector requirements: a Comcare-covered entity operating alongside a non-regulated part of the business
Scoping ensures each group's managers and workers see the obligations that actually apply to them, while the organisation-level rollup shows the full compliance posture.
Overlapping frameworks share controls
When more than one framework applies to the same group (for example Comcare and ISO 45003 for a federal agency), ReFresh does not pick a "winning" framework or resolve to a single strictest standard:
A single control can satisfy obligations from more than one framework at once.
Overlapping frameworks reuse the controls you already have rather than duplicating them.
When you activate an additional framework, the activation preview shows the controls it will keep as Retained, because they already cover the new framework.
So you don't maintain separate control sets per framework; one shared, deduplicated set covers everything. A worker who belongs to multiple groups inherits the frameworks scoped to each of those groups.
Setting it up
The recommended sequence is:
Set up your groups first (Settings → Groups), including any LOCATION or REGION groups and legal entities. See "Creating and managing groups" in Account and Administration.
Open a framework you want to activate. See Activating a framework (and what happens next).
Choose the enrolment scope during activation (the group or location you're enrolling the framework at, picked from your org/group tree), then Preview Activation and Confirm.
Scope is set at activation time: a framework is enrolled at a specific group node, not on the group in Settings and not after the fact.
One framework per branch: The scope picker warns that a framework already enrolled at an ancestor or descendant of the group you've selected will block activation; so a framework can't double-enroll up or down the same branch. Pick the group level where you actually want it to apply.
Rollup behaviour
However frameworks are scoped per group, the organisation-level surfaces (Reports, the dashboard, and the Board Report) always show the union of all activated frameworks. An organisation-wide admin sees the full posture; a group manager sees only their group's posture.
