How control sharing works
Each control in the library is mapped to one or more obligations, and each obligation is mapped to one or more frameworks. The result: when you complete the evidence for a single control, that completion satisfies the relevant obligation across every framework that references it.
For example, one governance control such as "run scheduled risk assessments with worker consultation and surveys" can satisfy obligations across ISO 45003 and the Comcare, NSW, Queensland, Victoria, and ACT psychosocial frameworks simultaneously; and, if you operate outside Australia, jurisdictions such as Canada, New Zealand, Singapore, or the UK too. One piece of evidence; many frameworks satisfied.
This is the core benefit of activating multiple jurisdictions in ReFresh rather than maintaining a separate control set per framework.
What happens when you activate a second framework
When you activate another framework on top of an existing setup:
ReFresh maps your existing controls to the new framework's obligations.
The Preview Activation dry run shows what will be Added (new Controls, Documents, and Policies) and Retained (existing controls, shared from other frameworks, that already cover obligations).
After activation, anything not already covered appears as Incomplete so you can see the true gap.

Overlapping frameworks reuse controls
When several frameworks apply to the same group, ReFresh does not pick a "winning" framework or resolve to a single strictest standard. Instead, it relies on the shared, deduplicated controls model: one control can satisfy obligations from more than one framework, so overlapping frameworks reuse the controls you already have. When you activate an additional framework, the Preview Activation dry run shows the controls it will keep as Retained, because they already cover the new framework's obligations. You maintain one shared control set rather than one per framework. This matters most in per-group scoping; see Configuring frameworks per group or location.
Seeing which frameworks a control satisfies
Open any control from the Controls page. The Frameworks card on the control's detail page lists every framework whose obligations that control satisfies. Click the badge showing a count to expand the full list.
How many frameworks you can activate
There's no per-framework limit to work around: compliance framework tracking is part of every ReFresh plan, so you can activate as many jurisdictions as apply to your organisation. Because controls are shared, activating more frameworks reuses your existing evidence rather than multiplying your workload.
