Use groups to model multiple sites or divisions inside a single organisation. For organisations with separate legal entities or completely independent compliance programmes, ReFresh supports tenant federation on the Automate tier.

Modelling multiple sites or divisions
Within a single tenant, use groups to represent sites, divisions, or business units (Settings → Groups). Group membership controls:
Data access (a Brisbane-group member sees Brisbane data; a national role sees all)
Group-level reporting (Brisbane risk register, Brisbane controls)
Per-group framework configuration (different jurisdictions or sector standards)
For most organisations, including national companies with state-based offices, groups are the right way to model the structure.

Multi-entity organisations
If your organisation has multiple legal entities that share a compliance programme but need their own audit trails, controls, and reporting, you can still use a single tenant and represent each entity as a top-level group.
If the entities are completely independent (separate compliance teams, separate frameworks, separate evidence), tenant federation may be more appropriate.
Tenant federation (Automate tier)
Tenant federation is a feature of the Automate tier. It allows your organisation to operate multiple separate tenants while preserving central oversight.
In a federated setup:
Each entity has its own tenant with its own compliance programme
A central oversight tenant can view aggregated compliance posture across federated tenants
Users with appropriate permissions can move between tenants
